Depois de descrever movimentos populacionais resultantes do conflito armado, este Destaque Rural descreve a crescente precariedade dos serviços públicos ao nível da saúde, educação e extensão rural. Não obstante o esforço paliativo, atenuando o sofrimento das populações, a ajuda humanitária tem sido geradora e reprodutora de conflitos. A exiguidade dos apoios, a falta de clareza dos critérios de distribuição, a persistência de irregularidades nas listas de beneficiários, as desigualdades entre técnicos da ajuda humanitária e os beneficiários da ajuda, tendem a ser geradoras de tensões entre as populações deslocadas. Por sua vez, as acções das empresas multinacionais não se traduzem em benefícios directos e significativos para as populações dos distritos onde operam. A região consolida-se como uma zona sacrificada para extracção de recursos para estabilização dos preços energéticos nos mercados internacionais. Reproduz-se um sistema insustentável e ilegítimo aos olhos das populações, com impactos negativos sobre as instituições do Estado, mas também sobre projectos de investimento e acções de organizações humanitárias.
After describing population movements resulting from the armed conflict, this Destaque Rural describes the growing precariousness of public services in terms of health, education and rural extension. Despite the palliative effort, alleviating the suffering of the populations, humanitarian aid has been a generator and reproducer of conflicts. The scarcity of support, the lack of clarity of the distribution criteria, the persistence of irregularities in the lists of beneficiaries, the inequalities between humanitarian aid technicians and the beneficiaries of aid, tend to generate tensions between the displaced populations. On the other hand, the actions of multinational corporations do not translate into direct and significant benefits for the populations of the districts in which they operate. The region is consolidating itself as a sacrificed area for the extraction of resources to stabilize energy prices in international markets. It is reproducing an unsustainable and illegitimate system in the eyes of the population, with negative impacts on state institutions, but also on investment projects and actions of humanitarian organizations.
